The treaty only stated that the vampires could not enter into the Quilleutes’ territory. The vampires have no “territory” of their own, so Jacob can go wherever he wants.
because the treaty was to keep the cullens away from the the tribe. they didn’t want any of there people to be attacked by vampires. Jacob can go but he has to be more careful.

it is stated on that treaty that the Cullens are not allowed to go to La Push.
if you’ve read the chapter called “Legends” (where Billy Black talks about the Quileute legends), you’ll see why the Quileutes do not like the Cullens in their territory — because a long time ago, a lot of them Quileutes died since thirsty vampires hunted in their area.
when the older Quileutes saw the Cullens, they’ve noticed their golden eyes, which therefore led to the thought that they’re probably different from the “bad” vampires.
the Cullens promised not to hurt them and the other humans, and so Ephraim Black made the treaty:
1. the Cullens cannot go to La Push (unless the Quileutes will allow them)
2. the Cullens cannot BITE (not kill) any humans.
Edward crossing the boundary line = breach = war between the werewolves & Cullens
Because the treaty was made by Jacob’s grandfather Ephraim Black. The conditions of the treaty included that the Cullens aren’t allowed to hunt on Quileute lands, and they can’t bite, another human. Only the Cullens were given restrictions as to where they may go, the Quileute tribe weren’t given such restrictions, as they had made the rules.
