Because the earth is between the moon and sun. So, the earth blocks out the sun’s rays from hitting the moon.
Because the light of the sun is falling on the other side of the moon (mostly) so the dark near side is hard to see.
The Earth is NOT blocking the sunlight on the moon – that occurs only during an eclipse when the moon is full.

At new moon phase the moon is where the sun is (approx; as seen from earth) So, at night, there is no moon in the sky.
And at day you get blinded by the sun when you would try to see the moon (-DON”T!)
Sometimes there is a sun eclipse when the moon shadow falls onto the earth – only at new moon possible.
